General Policy Proposal: Federal and state regulation of markets should restrict their interference to legislation which enhances competition in open markets, and barriers to entry, price and wage controls should be removed whenever possible.

Privatization list: The following federal enterprises should be sold to the highest private bidder willing to assume substantially similar operations:

- Nonmilitary radio and television spectrum
- Federal air traffic control
- AMTRAK and the U.S. Postal Service
- Tennessee Valley Authority
- Corporation for Public Broadcasting

Competition list: The following federal enterprises should be opened to competition from private companies, letting the American people choose a private alternative if they prefer:

- NASA
- Social Security Administration
- Interstate Highway System
- Department of Education
